Here is a vintage Circus Clown oil painting on fiberboard panel measuring about 18 x 24 and signed "Billie Newgent" and dated 1989 with artist's card attached to back in good condition but exhibits a damaged corner at bottom LH side as seen in images, according to artist's card the artist does Circus Murals and paintings and is a member of the Tennessee Artist's Association.
